The City of Red Bank, Tennessee is seeking an experienced and visionary leader for Chief of Police, who will lead the Police Department, with a staff of 25 sworn and non-sworn personnel and an operating budget of $1,700,000.00, in a community of approximately 12,400 people, which is completely surrounded by the City of Chattanooga, a city of approximately 171,000 people.
Qualifications: A high school diploma and bachelor’s degree from an accredited university majoring in police science, criminal justice, police administration or closely related field. A minimum of ten years of law enforcement experience with a minimum of three to five years in a command position. Must have a Tennessee law enforcement certification or obtain certification within one year after appointment. Additional specialized training, such as FBI National Academy, SPI or Northwestern
University
is desired. Demonstrated skills in the following areas; personnel management, budgeting, community policing, investigation and community relations. A Demonstrated ability to work with various community leaders and local officials. Knowledge of communications system, desktop computer networks, word processing, statistical methods, spreadsheets, e-mail and internet. Familiarity with local, state, and federal laws, including labor laws. Must have or be able to obtain a valid driver’s license.
The selected candidate will be a proactive and a solution oriented individual who can demonstrate a history of creative problem solving and forecasting for the future. Candidate should understand the nature of how smaller cities work and be able to look at issues from a City-wide perspective. The ideal candidate will have strong leadership and supervisory skills: understanding of community policing strategies; experience in dealing with elected officials and the general public; experience in developing and implementing training programs; a working knowledge of municipal finance procedures and understanding of procurement and maintenance of equipment and facilities; grant writing experience and the ability to communicate effectively with City Officials, employees, citizens, various agencies and media.

PRIMARY FUNCTION
Performs safety and security duties at Vanderbilt University. Provides general security/patrol duties; reports suspicious or hazardous situations.
Proactive patrol on foot. May utilize only non-police vehicles. May staff security posts.
Performs other duties as assigned.
MAJOR DUTIES AND RESPONSIBILITIES
Key Functions and Expected Performances
Patrol/Stationary Post
1. May be assigned to a fixed security post and will perform specific tasks and assignments defined for the post
2. May be assigned to proactive patrols of facilities, grounds, parking lots and garages to check for safety and security hazards.
3. May lock and unlock facilities or areas
4. May be assigned to monitor nonviolent psychiatric patients
Community Oriented Policing
1. Serve the community through proactive security post assignments or patrol functions including self initiated activities.
2. Develop rapport with members of the university community as well as surrounding areas; participates in community relations activities.
3. Assist community members as necessary.
Calls for Service
1. Respond to non-police emergency calls to include but not be limited to the following: alarms (fire, general security), hazardous material spills and leaks, and pedestrian or vehicular traffic control.
2. Use trained tactics to assist in controlling, de-escalating, or restraining combative and/or violent patients as requested by medical personnel.
3. May provide back-up and assistance for other officers within guidelines specified in department policy and procedures
4. Respond to general security or safety hazard calls for service as directed and maintains familiarity with personal protective equipment including protective suits and N-95 respirators.
5. Maintain knowledge of the University and Medical Center Disaster Plan and the role of the security officer in the administration of the plan.
6. Provide appropriate internal and external disaster assistance according to Departmental, University, and Medical Center policies and procedures.
7. Provide walking escorts as necessary.
Investigation
· May be assigned to investigate and write reports for non-criminal activities according to established procedures.
Special Events and Assignments
· Provides security for events such as athletic, concerts, speakers, visiting dignitaries, commencement and numerous other social activities where security personnel may be required to provide crowd control and maintain order.
Supervisory Responsibility

COMMUNICATIONS
Internal
Daily contact with members of the university community to include students, parents, staff, faculty, physicians and visitors to give information/directions, take reports, and provide victim assistance. Frequent contact with other security and police officers as well as university staff members to assist with complaints and other tasks as needed.
External
Occasional contact with members of local, state and federal law enforcement agencies to exchange information, provide assistance, or request assistance as necessary.
PHYSICAL REQUIREMENTS
Security Officers must be able to:
· Stand for long periods of time
· Walk, climb, and lift
· Meet written departmental standards on appearance/grooming
· Pass a thorough background investigation that demonstrates –
· he/she is of good moral character,
· he/she has a good driving record, and
· that he/she has no prior criminal convictions that would prohibit the individual from meeting the standards set forth by the State of Tennessee to become certified under the Private Protective Services Act
· Pass a drug test; must obtain immunizations and medical tests as required to be able to work in patient care and high risk areas
· Pass a Psychological Evaluation
WORKING ENVIRONMENT
· Required to work nights/weekends/holidays
· Must be able to work in inclement weather or weather extremes
· May encounter such things as hazardous materials, infectious disease, blood borne pathogens, steam, car battery acid, loud noises, smoke and fire
· Must be able to correctly use a TB Mask and other precautionary equipment
· May encounter physical danger from violent patients, suspects and others.

Licensure/Certification
· Must have a valid driver’s license in the State of Tennessee or be eligible to obtain one and do so within 60 days of appointment.

· Must successfully complete required training for security officers
· Must obtain and maintain Private Protective Services Act certification.
· May complete Pressure Point Control Tactics, Asp Baton, pepper spray, or similar training.
