Professional Bio
Captain John Kelly joined the Oak Ridge Police Department in March 1988 and currently serves as Captain over the Uniformed Patrol Division. Throughout his career, he has held a variety of assignments, including Traffic/Motor Officer and Crash Reconstructionist, and is also a certified Child Passenger Seat (CPS) Technician.
Captain Kelly has served as a Sergeant in both the Patrol and Criminal Investigations Divisions. Following his promotion to Lieutenant, he returned to Patrol before later resuming duties in the Criminal Investigations Division. His leadership roles have included serving as the Department’s Accreditation Manager, commanding both the Honor Guard and the Crisis Negotiations Team, and acting as Law Enforcement Liaison and trainer for the East Tennessee Crisis Intervention Team (CIT).
A graduate of the University of Tennessee, Captain Kelly is also a graduate of the FBI National Academy, 247th Session.
